The premise is that the cat (who appears to be a tabby-striped domestic shorthair), arrives in a flying saucer, and “speaks” (in perfect English, naturally) to humans by means of a special collar (shown to be so in the visual medium in that it is made of a silvery, diffraction-patterned, colored-light refracting material) utilizing alien technology which allows the collar to generate instant speech from the cat’s thoughts, which is then heard telepathically by human(s) within conversational distance of the cat. The premise of the movie is that the Talking Cat From Space Must Enlist The Aid Of A Human Child In Order To Repair The Broken Flying Saucer Which Crash-landed On Earth, and Return From Whence He Came.
The complicated part is that in order to make the repairs to the craft, the cat needs a large amount of gold, a metal ridiculously expensive on Earth, unlike on his home planet.
Because this is a Disney movie, there is a happy ending.
